BAILEY has a proven track record of providing high-quality professional development programs for teachers and administrators that is quantifiable. For more than a decade, we have successfully partnered with over 65% of the school districts in Mississippi to improve the lives of all children, and recently expanded our partnerships to school districts in Louisiana and Alabama.
KIDS First Education LLC was founded on May 1st, 2020 by career educators, Chuck Poer and Cellie Scoggin, for the purpose of working with K-12 schools to improve outcomes for KIDS. Chuck and Cellie have worked together for more than a decade, leading teams of educators to make a positive impact for KIDS. They are joined by an experienced team of educational coaches and specialists with a heart for KIDS and a passion for teaching and learning.
The common threads of our work are the KIDS (students) we serve and our commitment to personalized learning. Our work with KIDS, teachers, and school and district level leadership begins and ends with KIDS in mind.
Our C-3 process is a KIDS 1st trademark and remains constant throughout our teaching and learning solutions.
- Collaborate with school/district staff to determine the need(s) that will improve instruction which impacts learning and outcomes for KIDS through conducting a KIDS 1st
- Create a personalized plan that includes strategies, action steps, milestones, and measures of success.
- Commit to the partnership to achieve the desired impact on student learning and outcomes.

For more than 30 years, The National Center on Education and the Economy (NCEE) has been researching the world’s best-performing education systems to give states and districts the tools they need to become world class. Through this research, NCEE has uncovered the shared and essential elements of high-performing jurisdictions and how these elements work together to create systems that dramatically and equitably improve student learning. NCEE’s NISL program is the most widely used school leadership program in the United States, and one of the few to be shown to improve student learning in third-party studies. NISL and other NCEE professional learning offerings utilize pedagogical approaches grounded in research, and have optional digital delivery and train-the-trainer models. PBEC was founded in 2011 by a group of educators to assist schools regardless of the accreditation rating or financial capabilities.We Build Capacity
The objective of the company is to build capacity among administrators and teachers. By focusing on building capacity, the administrators and teachers will be able to maintain the student achievement progress obtained while company personnel are involved in the schools.
Educator Led
The company is led by three former educators with an excess of 100 years experience in public education; two of which have corporate level experience with a major southeast educational consulting firm.

Since the inception of the company in 2011, the Performance-Based Education Company has provided services in more than 50 school districts.
